Show one commercially visible plan

GET

//api/v1/plans/{plan}

Resolves an active commercial plan by public id via
PlanService::findActiveCommercialPlan(). Inactive, hidden, or
unknown identifiers return 404 — they are not distinguished from
missing plans.
